Our summary

Young people experience homelessness differently from adults, often with fewer resources, less stable supports and higher exposure to violence and trauma. Commissioned by Melbourne City Mission and delivered through AHURI Professional Services, this report reviews the Victorian youth homelessness system and policy environment to inform a dedicated Youth Homelessness Strategy for Victoria. The authors synthesise a Positioning Paper, data analysis and deliberations from an investigative panel of sector leaders. They show that, despite significant investment, existing policy frameworks have not reduced youth homelessness. Support systems remain fragmented, with gaps at key transition points such as leaving care, exiting custody or treatment services, and moving between regions. The report documents an over-reliance on crisis responses, inconsistent access to youth-specific housing options and limited early intervention and prevention initiatives. It outlines key elements for a future strategy: youth-focused housing pathways, stronger integration across systems such as education, health and justice, trauma-informed and developmentally appropriate practice, better support for Aboriginal and Torres Strait Islander young people, and clearer accountability for outcomes. For community work professionals, the report provides a concise framework to guide advocacy and local planning, reinforcing the need to move beyond short-term fixes towards coordinated, long-term support that helps young people transition to adulthood with safety, stability and opportunity.
