Insights on refugees with disability in Australia: Foundations for belonging 2025

This report explores the settlement experiences of refugees with disability in Australia, highlighting how disability, migration and cultural diversity intersect to shape inclusion and belonging. Drawing on surveys, interviews and focus groups with refugees, service providers and Multicultural Support Officers, the research examines social connections, access to services, rights, participation and future aspirations.

The report finds that many refugees with disability are optimistic about building a life in Australia and value the safety, healthcare and opportunities available. However, they continue to face significant barriers to integration and social connections. These include social isolation, inaccessible information, language barriers, limited digital inclusion, difficulty navigating disability and settlement systems, challenges accessing employment, and a lack of culturally responsive disability services. Participants also reported feeling that mainstream disability services often do not understand the unique needs of people from refugee backgrounds.

Strong social connections and community networks were identified as critical to successful settlement, yet opportunities to develop these relationships are often limited. The report recommends an intersectional approach that recognises both disability and refugee experiences. This includes: improving coordination between service systems; increasing investment in culturally safe and accessible supports; strengthening digital inclusion; enhancing employment pathways; expanding community participation opportunities; and ensuring refugees with disability are involved in designing policies and services. Overall, the report concludes that creating genuine belonging requires moving beyond basic service provision towards inclusive systems that enable refugees with disability to participate fully, exercise their rights, and contribute meaningfully to Australian society.
