NDIS eligibility reassessments: Views of children and young people with disability, parents and caregivers: Summary of survey responses collected May 2025

This report examines the experiences and concerns of children and young people with disability, their parents and carers regarding the National Disability Insurance Scheme (NDIS) eligibility reassessment process.

The report found widespread concern about the reassessment process. Almost all respondents believed it was unfair, unclear and stressful, with many reporting anxiety, fear and uncertainty about losing essential supports. Among those who had undergone reassessment, nearly half experienced reduced funding, loss of services or removal from the Scheme. Participants described inconsistent decision-making, poor communication, insufficient explanations for outcomes and a perception that expert medical evidence was often overlooked. Families also highlighted the financial and emotional burden of gathering additional evidence within strict timeframes.

Respondents warned that losing NDIS support could negatively affect children's development, education, health, family wellbeing and long-term independence. Many expressed concern that there are currently insufficient mainstream and foundational disability supports available for people who are found ineligible for the NDIS.

The report recommends redesigning the reassessment process through co-design with people with disability and families, improving transparency and communication, ensuring NDIS staff appropriately consider clinical evidence, extending access to advocacy and support, and delaying reassessments until comprehensive foundational supports are available. The report concludes that a fair, evidence-based and person-centred reassessment process is essential to protect children and young people with disability while maintaining confidence in the NDIS.
